【Abstract】 President Xi Jinping states that the economic development of China has the following unprecedented characteristics: First, from high speed increase to intermediate increase; Second, economic structure being optimized and upgraded constantly; Third, from factor-driven, investment-driven to innovation-driven. Under the new norm, academic journals bear the responsibilities of providing correct academic guidance, promoting academic innovation, transmitting excellent culture, and boycotting academic misconducts.
