【摘要】 社区协商在推进社会治理特别是社区治理体系和治理能力建设的背景下有其独特的价值:社区协商是改进社区治理方式的自觉举措;是社区民众行使民主权利的重要方式;是化解基层社会矛盾的有效途径。近年来,城市社区协商趁势前行,特别是围绕社区协商的关键环节探索和"破题",取得了积极的进展,但一些制约性"瓶颈"有待进一步突破。就深化城市社区协商的推进路径而言,我们需要:(1)将协商民主的要求和方法嵌入社区协商;(2)建立长效机制,推进社区协商制度化、规范化、程序化;(3)解决参与动力不足的问题;(4)搭建街道协商平台,建立街道协商与社区协商的联动机制。更多还原

【Abstract】 Community consultation has its unique value under the background of advancing social governance especially community governance system and governance ability construction. Community consultation is a consciously move to optimize community governance pattern, is the important channel to exercise the democratic rights for the common people, and is an effective way to resolve social conflicts of the grassroots. In recent years, community consultation moves on taking the advantage of the situation, and particularly explores and solves the problems surrounding the key links of community consultation, which has made some positive effects, but also has faced some difficult problems to be solved. This paper focuses on urban community to expand the analysis on how to deeply promoting urban community consultation paths. Firstly, embedding the demands and methods of consultative democracy in community consultation. Secondly, establishing the long-term mechanism so as to promote institutionalization, normalization and routinization for community consultations. Thirdly, solving the problems of insufficient power of participation. Fourthly, building street negotiation platform, to establish a linkage mechanism between street consultation and community consultation.更多还原
