【摘要】 侦查工作中的截和现象主要是公安机关内部一种积极的地域管辖冲突,其原因在于案件管辖规定难以适应犯罪发展形势,侦查信息共享不畅,侦查工作考核标准和战果分配不尽合理。侦查中的截和现象往往造成侦查资源浪费、侦查协作不力、侦查目标难以实现等问题,因此需要进一步明确管辖规定,及时监控以科学配置侦查资源,完善考核标准和战果分配机制。更多还原

【Abstract】 The phenomenon of "Interception " in investigation is mainly a kind of active regional jurisdictioin conflict among public security organs,resulting from difficlut adaptation to crime development situation in terms of regulations of cases jurisdiction,poor sharing of investigation information and unreasonable assessment criteria and results distribution. This phenomenon often brings about some problems such as waste of investigation resources,weak investigation cooperation and difficulty in achieving investigation goal,etc.Therefore,we shall further define jurisdiction regulations,timely monitor investigation resources based on scientific allocation and improve assessment criteria and results distribution mechanism.更多还原
