【摘要】 立体化社会治安防控体系是在党委和政府的领导下,以公安机关为主导,协同其他相关国家机构,以群防群治为依托,动员全社会的力量,对危害社会治安的行为进行组织化、系统化预防与控制的一项重大社会工程。构建立体化社会治安防控体系,必须从系统性和整体观念出发,站在转型期的社会大背景下,将影响社会治安的各种因素作为相互联系、相互作用的整体,并在优化治安防控主体各自功能的同时,促使其相互配合与支持;强化党和政府的职能作用,将社会治安防控体系建设上升到国家治理高度,并纳入社会发展规划等国家治理体系,重视社会预防、"源头预防";建立具有中国特色的"第三方警务"机制,实现由公安机关治安控制模式向社会共治模式的转变,促进社会治安防控的社会化;通过推动、扶持、引导、规范等各种措施,促进非政府组织的发展,使之在社会治安防控中发挥应有的功能;通过宣传、教育以及建立被害人责任追究制度和补偿制度,提高公民(特别是被害人)的责任意识和防害意识,使之由当前的"看客"转变为社会治安防控的能动主体。更多还原

【Abstract】 Under the leadership of the party committee and government,dominated by the public security organ,coordinated by other relevant state institutions,supported by mass prevention and control,three-dimensional social order prevention and control system is a very important social project of systematic prevention and control targeting behaviors endangering social order. In order to construct this system,we shall regard various factors influencing social order as an interrelated and interacted whole based on the systemic and overall concept under the social background of transformation period and optimize respective functions of subjects participating social order prevention and control to promote their mutual support and coordination;strengthening the functions of the party and the government,we shall regard construction of social order prevention and control system as a kind of national governance,including it into social development planning system,and attach great importance to the social prevention and source prevention; we shall establish a "third party"policing mechanism with Chinese characteristics,realizing the transition from public security control mode by public security organs to social work mode,in order to promote the socialization of social order prevention and control; we shall develop non-governmental organizations to play their functions in social order prevention and control by use of all sorts of measures including promoting,supporting,guidance and standardization; we shall improve citizens’( especially victims’) sense of responsibility and awareness of ?anti-victimization to enable them to become active subjects of social order prevention and control from the role of "onlookers"through education and establishment of victim accountability system and compensation system.更多还原
