【Abstract】 Mixed ownership reform is an important measure to deepen the reform of the state-owned enterprises(SOEs). This paper aims to investigate the SOE reform paradigm, focuses on discussing the main dilemma facing the SOE mixed ownership reform and its major paradigms. Finally, this paper provided the practical strategies to strengthen the state-owned economy’s vitality, influence, anti-risk capability and control by introducing non-state capital in SOE reform, reorganizing state-owned capital investment and operation company, promoting the reform of asset-backed securitization of SOEs, and launching a pilot project concerning the Employee Stock Ownership Plan in the SOEs.更多还原
