基于ISM方法的舆情管理人员胜任力结构模型分析

【摘要】 [目的/意义]个人自发媒体的产生催生了突发舆情的频发状况,网络技术和社交平台的飞速发展颠覆了现有的信息传输方式,大众可以高度自由地关于各类事件并发表观点、心得、情绪,使得网络舆情事件错综复杂。[方法/过程]采用ISM方法对舆情监管者的胜任力模式进行解析,并给出网络舆情事件监管胜任力因子的搭建方案。具体探讨了网络舆情监管者的胜任力因子、舆情事件,分析了管理者胜任力特性的校验二重因子。主要从基本指标、个人素质、业务能力、监管者权力因子等角度,探讨舆情监管者的胜任力因子,并给出各个因子之间的内在关联。[结果/结论]实验结果证明,ISM策略适用于网络舆情监管者胜任力构造模式的搭建,能够展现四类胜任力作用因子之间的关联性,对网络舆情监管者的胜任力提升有重要意义。

【Abstract】 [Purpose/significance]The individual spontaneous media have spawned a frequent situation of opinion,the rapid development of network technology and social networking platform have subverted the existing mode of information transmission,and the public can freely talk about various events to express their views,experiences and emotions,consequently,the network public opinion events become more intricate.[Method/Process]The paper uses ISMmethod to analyze the competency model of public opinion regulators,and indicates the competency factors schema of the network public opinion event supervision. Analysis has been made on the following aspects,the network public opinion regulators competency factors and public opinion events. Besides,the article double checks the management of the performance characteristics,explores the power factor of public opinion regulators mainly from the basic indicators,personal qualities,business ability,regulators,power factor and other perspectives,and gives the intrinsic relationship between the various factors.[Result/Conclusion]The experimental results showthat via choosing ISM,strategies can be built based on the network of public opinion supervisor competency model,the correlation relationship among the four types of competency factors are close,and competency of the network public opinion regulators can be improved.
