【摘要】 我国农药技术性贸易措施官方评议项目自2003年正式开始。农药官方评议工作主要从对比研究国外通报措施与我国相关法规标准、制定农药最大残留限量、调查我国生产实际和进出口贸易情况等方面入手,分析通报措施对我国相关农产品和农药产业的影响,对外做出评议,对内提出管理和风险预警建议,以促进我国农产品国际贸易、保护我国农产品市场和产业、保护食品安全和消费者健康。本文对近年评议过程中专家评议环节涉及农药残留限量制修订内容的具体操作流程进行了系统梳理,分析了不同通报类型相对应的评议所应涵盖的具体内容,从中发现了一些实际性操作问题,并对解决这些问题做了一些思考。更多还原

【Abstract】 The project on official review of notifications of technical trade measures on pesticides have been officially launched since 2003 in China. Through comparing different Maximum Residue Limits standards established by domestic and international organizations, investigating domestic agricultural practice and international trade, etc., the impacts on the development of domestic industry and market were analyzed, and the early-warning system and corresponding counteractions were suggested in order to protect domestic agricultural market and food safety and to promote the international trade of domestic products. For the establishment and revision of Maximum Residue Limits standards, this paper focused on the specific operating? procedures for technical review by summarizing all the details that should be covered in different types of notifications, during which some practical problems were identified and the relevant solutions were considered.更多还原
