【摘要】 陕西作为西部农业大省,农业发展存在着资源消耗高、环境污染重、农业竞争力弱化的不足。发展低碳农业具有提升陕西省的农业竞争力、推进农业转型升级和增加农民收入的重要作用。从政府治理层面入手,加强政府治理体系的顶层设计,建立强有力的统筹协调机构;提升政府的监管水平,实现对于低碳农业全方位和全过程监督管理;推进政府治理的科学化水平,提升政府决策质量;提升政府的公共服务水平;构建政府治理的责任制陕西省推动低碳农业发展的有力切入点。更多还原

【Abstract】 Shaanxi,as a large agricultural province in western China,has the problems of high consumption of resources,serious environmental pollution and weak agricultural competitiveness. The development of low-carbon agriculture plays an important role in promoting competitiveness of agriculture in Shaanxi province,promoting transformation and upgrading of agriculture and increasing income of farmers. Starting from the government governance,strengthening the top-level design of governance system to establish strong coordination mechanism,improving government regulatory level to achieve low-carbon agriculture all-round and whole process supervision and management,promoting scientific level of government to improve government decision-making quality,improving level of public service government,and establishing government governance responsibility system were powerful points to promote development of low carbon agriculture in Shaanxi province.更多还原
