【摘要】 第一书记扶贫脱贫制度是国家通过第一书记健全村级领导班子,把基层党组织建设成带领群众脱贫致富的战斗堡垒,实践党建引导和统筹扶贫工作的新机制。受益于费孝通对中国政治生态分析而提出的"双轨政治"概念的启发,提出的新"双轨制",指涉第一书记扶贫制度与村书记制度的新型"双轨"在贫困领域中的交汇、互动和嵌入。新"双轨制"大大提升了扶贫绩效,然而,也面临系列困境,基于公共政策视角,可从国家顶层设计、地方政府行为、乡村政权建设和基层社会的"四位一体"进行完善。新"双轨制"是对中国扶贫脱贫工程中新思路和新方法的一种尝试性总结和概括,期望为中国扶贫提供一种具有较强解释力的本土分析框架。更多还原

【Abstract】 The First Secretary system of the poverty alleviation is the new mechanism which makes the grassroots Party organizations to be the fighting fortress for the poor through the village-level leadership,and builds the Party to guide and co-ordinate the work of poverty alleviation.Based on the concept of"double-track politics"on China’s political ecology analysis put forward by Fei Xiaotong,the paper proposes a new "double-track system",which refers to the intersection,interaction and embedding between the new "double track"of poverty alleviation system and village clerk system.The new "double-track system"has greatly improved the performance of poverty alleviation.However,it also faces a series of dilemmas.From the perspective of public policy,the system from the national top-level design,local government behavior,rural power construction and grass-roots society is to improve the performance of poverty alleviation.The new "double-track system"is a tentative summary on the new ideas and new methods of China’s poverty alleviation and poverty alleviation project.It can provide a strong analytical framework for poverty alleviation in China and provide inspiration for other topics.更多还原
