【摘要】 农村基础设施管护行动普遍存在制度规则缺位以及干群关系弱化两大特征事实。本文基于IAD框架考察了制度规则、干群关系及二者交互作用对农户管护意愿的影响,研究发现,制度规则和良好的干群关系均对农户管护意愿呈显著的正向影响,且良好的干群关系可以增强制度规则对管护意愿的正向作用;干群关系通过影响村干部对农户的动员效应以及农户对制度规则的认同效应这两条渠道来发挥作用。这表明制度规则和干群关系能够影响集体行动中的信任与合作,进而破解管护行动的困境。更多还原

【Abstract】 The maintenance action of rural infrastructures generally has two major problems,which are lacking of institutional rules and weakening relationship between village cadres and farmers. Based on the IAD Framework,this paper studies how institutional rules,cadre-farmer relationship and their interaction term affect farmers ’willingness to maintain infrastructures. Results show that institutional rules and good cadre-farmer relationship can both significantly improve farmers’ willingness; also,good cadrefarmer relationship can strengthen the positive effect of institutional rules on farmers’ willingness. Furthermore,we find two mechanisms through which cadre-farmer relationship works: the first is mobilization effect through which cadres can mobilize more farmers to participate,and the second mechanism is recognition effect through which farmers can have a better recognition with institutional rules. The research shows that institutional rules and cadre-farmer relationship can affect trust and cooperation in collective action,thus it solves the dilemma in maintenance action.更多还原
