【Abstract】 Beneficial conditions and restraints of engineering construction are studied aiming at current main problems in the region in order to meet the urgent need of social and economic development on coastal anti-storm surge construction.Anti-storm surge planning and design is developed scientifically according to the concept of sustainable development. The planning and design mainly includes engineering system and non-engineering system construction,etc.,wherein the engineering system includes tide barrier,tide gate and other anti-storm facilities.
