【摘要】 伴随我国城市化建设进程的不断加快,城管执法领域种种失范现象愈加突出,势必带来诸多负面效应,"城管执法规范化"是当前城管执法系统亟需探究的重大理论与现实课题。"法治政府"是党和国家为全面推进依法治国与依法行政基本方略提出的全新理念,执政为民、诚信守法、职权有限、廉勤善优、公正严明、责任担当乃其主要特征;城管综合执法具有多方面特性及其规范化要求,法治政府对城管执法提出了主体独立、职权明确、程序公正、处罚得当、责任规制、清正廉洁等规范化要求;应针对当前城管执法中贪腐乱象及其严重危害,开展反腐倡廉建设,从而开创新时代城管系统党风廉政建设崭新局面,推进现代城市建设事业健康发展,实现法治政府建设战略目标。更多还原

【Abstract】 Along with the accelerating process of urbanization in China,various unregulated practices in the field of urban management and law enforcement are becoming more and more prominent,which is bound to bring about many negative effects."Standardization of law enforcement in urban management"is an important theoretical and practical topic for the current urban management and law enforcement system."Governing by law"is a new concept for the Party and the state to comprehensively promote the rule of law and administration by the law,among whose features are governing for the people,honest and law-abiding,good and limited authority and fairness,and responsibility;integrated law enforcement has many characteristics and standardization levels.Legal administration of the government requires that such principles be carried out:independent enforcement subjects,clearly defined authoritative powers,impartial procedures,proper punishment,clear responsibilities,and integrity and uprightness.Research needs to be done into the policies for fighting against corruption and promoting integrity to cope with corruption and the damage it incurs to open up a new situation for the construction of the Party style and integrity to facilitate the sound development of modern urban management so that the goal of the construction of legally managed government can be realized.更多还原
