【摘要】 近年来,由于各种因素引起的生活必需品市场供求关系波动频繁、价格变动异常等,给居民生活造成了很大的不便,也为正常的市场体制埋下了隐患,因此建立完善的生活必需品市场供应风险管理体系具有重要的现实意义。在已有研究成果的基础上,从生产、流通、批发和零售环节探讨了影响生活必需品市场供给的风险因素,在风险识别的基础上分别从风险监测、风险预警、应急处置和风险沟通四个方面提出了进行风险监控的手段。力求为保障生活必需品市场供给能力、建立完善的风险管理体系提供可行的参考依据。

【Abstract】 The supply of daily necessities market risk management system is not only directly related to the safety of the urban life and social stability, but also an important public welfare function of government to safeguard the livelihood of the people. In recent years, due to various factors caused by frequent fluctuations in market supply and demand of daily necessities abnormal price movements, ect., caused great inconvenience to residents and left behind potential dangers for normal market system. So establishing a sound risk management system market supply of daily necessities has an important practical significance. The paper summarizes the achievements of predecessors from the production, distribution, wholesale and retail sectors to discuss the sources of necessities market risk. Through developing the necessary control measures besides risk control, risk warning, emergency response and risk communication under the risk which is based on the identification of risk to provide a feasible reference for regulating the market order of necessities and establishing a sound risk management system.
