【Abstract】 Xibaipo period of C.P.C central committee stationed was also the period of the legal construction for new China. Accompanied by the new political consultative movement, Xibaipo was not only the decision-making center, but also the legal construction center via the cooperation of democratic parties and C.P.C. Lijiazhuang Negotiation between Zhou Enlai and the democrats revealed the deliberative wisdom in new China’s legal construction. The conversation between Mao Zedong and Mikoyan laid the framework of new China’s legal construction. The operation of the People’s Government of North China explored the deliberative practice of new China’s legal construction. Preparatory meeting of the new political consultative determined the deliberative achievements of new China’s legal construction.更多还原
