【摘要】 生态系统与环境、资源之间既相互联系又各有区别,是"一体两用"的关系。生态系统为"体",具有基础性的地位和作用,环境、资源是人类出于生存发展需要对生态系统的两种用途。生态、环境、资源危机发生的直接原因,是由于人类对资源开发利用方式不合理,过度开发,导致的生态环境退化,利用粗放、效率不高,不仅加速资源耗竭,还造成资源过早转变为废弃物形成污染源,污染生态环境。生态文明建设实现生态健康、环境良好、资源可永续利用的目标,关键需要"强体善用",加强生态保护与建设,完善环境污染防治体系,合理开发利用资源,此外,还离不开完备的制度体系保障和全社会生态文明观念的牢固树立。更多还原

【Abstract】 The ecological system is relevant to but independent from environment and resource systems. The former built the foundation while the latter two systems play its tools. The direct causality of ecological,environmental,and resource crises is contingent on the unreasonable and over-utilization behaviors of human being about natural resource. The concept of eco-civilization aims ecology health,good environment,and sustainable recourse utilization. In order to meet the goal,to improve ecological,environment and resource protection,and development is a primary path rather than institutionalization of these policy ideas.更多还原
