【Abstract】 The Project for Enhancing International Impact of China STM Journals(PIIJ) was initiated in 2013 by the joint effort of six ministry level organizations: the China Association for Science and Technology(CAST), Ministry of Finance of the People’s Republic of China(MOF), Ministry of Education of the People’s Republic of China(MOE), General Administration of Press and Publication of the People’s Republic of China(GAPP), Chinese Academy of Sciences, and Chinese Academy of Engineering. One of PIIJ Category D’s missions is to support the launching of new English language STM journals in China, based upon their merits and in leading or preponderant disciplines. Meanwhile, a startup fund of 500,000 RMB will be given to each nominated journal in due course. This paper presents certain procedures in PIIJ Category D, including application, selection, and implementation. 70 journals representing the majority of Chinese leading and preponderant disciplines have been nominated from 2013 to 2017. With the exception of 36 journals nominated in 2016 and 2017, 88 percent(30/34) of the nominated journals have been granted a China domestic uniform serial publication number(CN number) in 24 months. 65 percent(20/31) of the journals acquiring the CN number published their first issue or CN edition within 12 months. The statistical result suggests that it would be reasonable to introduce a three-year timeframe for nominated journals to prepare its first publication. In the last 5 years, the journals nominated in PIIJ Category D have made up for the shortage of high-end STM journals in China and have optimized the journals’ distribution by discipline. Some of these nominated journals demonstrate strong potential and possess core competitiveness. According to the 2017 releases, 7 journals are included in Scopus database and 3 journals are included in JCR. These journals become important complements to high-end STM journals in China, outperforming their peers and approaching to the top-tier international journals. Category D becomes the green channel for newly launched journals, and PIIJ achieves its short-term goal. Nevertheless, there is still room of improvement for the implementation of PIIJ. This paper suggests that PIIJ should be continued with more potent supervision and certain guidance for the nominated journals. If a journal fails to acquire CN number within 24 months after nomination, the fund could be cancelled. And if a journal fails to publish its first issue within 12 months after CN number is granted, the fund could be withdrawn. Meanwhile, the applicants should have a strong desire and the capability to launch a journal based on clear understanding of the research area and proper assessment of the position of the journal. This paper also believes that a pilot project could be launched for Chinese language STM journals. There is a voice that the approval of CN number should be delegated. PIIJ echoes the voice to some extent. Science and technology societies would be qualified to take over this responsibility, and that could advance the gradual transfer of government functions.更多还原
