【Abstract】 The transformation and upgrading of Huai’an industrial structure, which is the core of "4+2" industrial system, is the main development strategy and direction of Huai’an economy during the 13 th Five-Year period.Setting up the major to meet the demand of talents is an important manifestation of the function of the economic development function of education service area in higher vocational level.
