【摘要】 城市轨道交通PPP项目的"A+B"开发运营模式是现今轨道交通与PPP的结合中最为常见的形式。基于印度德里机场快线PPP项目的介绍,从建造风险、运营风险和收益风险,以及政府和社会资本的合作关系四个方面,分析采取"A+B"模式的印度德里机场快线PPP项目的失败原因。在上述基础上,提出良好的政府和社会资本的合作关系、合理的分担风险和严格的三方监管等启示,为我国轨道交通PPP项目提供参考。更多还原

【Abstract】 The ‘A+B’ development and operation model of PPP project of urban rail transit is the most popular form of PPP in urban rail transit. Based on the introduction of PPP project of India Delhi airport express,from the aspects of risk in construction,operation and revenue,as well as the partnership between the public sector and private sector,the paper analyzes the failure reasons of Delhi airport express PPP project,which adopted ‘A+B’model of PPP.
