【摘要】 当前,我国城乡建设实践中出现了许多生态安全空间受到威胁或遭到破坏的现象,虽然政府各部门针对生态安全空间保护和建设编制了各类专项规划、概念规划和设计方案,但是并没有将其纳入城乡规划的法定规划体系。本文认为,在城乡发展重点区域,生态安全空间的保障措施需要落实到具体指导开发建设的法定规划——控制性详细规划(以下简称"控规")中,当前的控规土地利用分类和指标系统难以实现对生态安全空间的有效管控。本文提出优化控规编制的途径:细化土地利用分类,明确生态空间系统中各类用地的性质、功能及用途;对生态安全空间系统内的各类用地及系统外其他类型用地提出适宜的控制指标和要求。以提高生态安全空间管控能力为目标的控规编制方法的优化,需要综合运用当前各学科领域的相关研究成果,制定科学且切实可行的管控指标和标准并体现在法定的控制性详细规划当中,从而建立统一的管控工具和技术语言,以明确相关部门的责权关系,统一各专业部门的行动。更多还原

【Abstract】 Due to the urban and rural construction practice,many ecological security spaces have been threatened or destroyed.Although governments departments compile a variety of special plans,concept plans and design projects for this problem,ecological security spaces are not included in the statutory plan system of urban and rural planning.This paper suggests that there is a need that safeguard of ecological security spaces should be implemented into regulatory detailed plan,a statutory plan,guiding the development and construction specifically and its land use classification and the indicator-system making no difference to control the ecological security spaces effectively.The methods about optimizing regulatory detailed plan compiling presented in this paper include:refinement of land use classification and function and use of land uses in ecological spatial system;proposing appropriate control indexes and requirements to various land uses in the ecological security system and beyond.Aiming at improving the controlling ability of ecological security spaces,the optimization methods call for synthetic the application of related research outcomes in all kinds of subjects and work out a scientific feasible control index and standard occurring in the regulatory plan.In view of this,the establishment of unified control tool and technical term are beneficial to clarify the relationship of divisional responsibility and operations of professional agencies.更多还原
