【摘要】 在我国的国家治理体系中,村"两委"是乡村治理的主体。一些地区出现了村民委员会主任和村党支部书记由一人来兼任,即所谓的"村两委一肩挑"现象。在对应举镇55个行政村的走访调查和访谈中,探讨村"两委"关系的不同形式,研究其形成的深层次原因,分析其不同形式的利与弊,通过明确"两委"的职责、强化村"两委"职责绩效监管、引导村干部工作职责意识与能力、营造有利于村"两委"良好关系的氛围环境等策略来解决实际工作中出现的问题。更多还原

【Abstract】 Combined administration of village committee and the Party committee( hereafter refer to two village committees) is the main body of rural governance in China ’s national governance system. In some areas,chairman of the village committee and village Party branch secretary is shouldered by one person,that is the so-called phenomenon of one person for two committees. On the basis of investigation and interview for 55 administrative villages in Yingju town,different forms of relationship between two committees are discussed,in-depth study of the reasons for its formation is made,and the advantages and disadvantages of different forms are analyzed. Strategies are put forward to solve the actual problems that the two committees make responsibilities clear,the responsibility and performance supervision of the two committees be strengthened,work of village cadres’ awareness and ability be guided,and favorable conditions and good relations between the two village committees be created.更多还原
