【摘要】 精准扶贫是当前和今后一个时期我国治理贫困的重大举措。改革开放以来,中国由贫困问题最突出的国家,逐步实现了从普通贫困、区域贫困到基本解决贫困的转变,成为世界上减贫贡献最大的国家,中国的贫困治理经验具有重要的理论和现实意义。文章通过梳理我国贫困治理政策演变过程及基本经验;阐述了精准扶贫政策的科学涵义及目标要求,分析了精准扶贫面临的现实困境及挑战,从四个方面提出精准扶贫的破解路径。更多还原

【Abstract】 The targeted measure is a significant action of the poverty alleviation policies in China. This paper reviewed the evolution of the poverty alleviation policies since 1978′s reform, and realize the transformation from ordinary poverty, regional poverty to the basic solution of poverty. To become the world’s largest country for poverty-alleviation practice, the experience of poverty alleviation in China bring out important theoretical and practical significance. The paper found out the policy evolution and basic experience of poverty alleviation, and the core concept and main target requirement of the policy of poverty alleviation were explained, and analyzed the current situation and challenges for the targeted measures of poverty alleviation, the targeted measures include four contents, accurate identification of poverty, implementing effective poverty alleviation model, establish long-term mechanism, correctly handle the two relations of poverty alleviation.更多还原
