【摘要】 污染产业的有序转移关系到区域产业结构优化升级和环境压力的缓解。笔者将双边环境规制纳入拓展引力模型,对中国区域间污染密集型产业转移的动因进行实证分析。结果发现:治污绩效型环境规制能够有效抑制污染产业的转入,而治污投资型环境规制的作用则相反;污染产业转出地的正式环境规制和污染产业承接地的非正式环境规制对污染产业区际转移的影响显著;需求因素对污染产业转移的影响不容忽视,双边人口规模、经济规模和相近的地理位置显著地增加了污染品区际贸易,决定了污染产业转移的粘性特征。更多还原

【Abstract】 The transfer of pollution industries has a bearing on both the optimizing and upgrading of regional industrial structure as well as the relief of environmental pressure. This paper empirically brings bilateral environmental regulations( ERs) into expanded gravity model and analyzes the causes of regional transfer of pollution industries. Results show that ERs aimed for pollution control performance can effectively inhibit the transfer of polluting industries,while the ERs aimed for investment has the opposite effect; the formal environmental regulation in areas where pollution products outflow and the informal environmental regulation in areas where pollution products inflow evidently influence the regional transfer of pollution products; demand factors cannot be ignored,as bilateral population,economic scale and neighboring areas increase pollution product trade significantly which bring about the viscosity characteristics of pollution industry transfer.更多还原
