【摘要】 主体多元化是社区治理理论与实践的前提与基础,多元主体参与治理的模式与运行机制在根本上决定了社区合作共治的效能与边界。以民政部评选的2013、2014和2015年度社区治理十大创新成果为案例管窥我国社区治理创新的实践探索与主要成就,可以发现,主体多元化、过程互动化持续推进,但治理的政治功能、管理功能仍有待加强。基于多元主体参与的社区合作共治机制仍需在简政放权、鼓励参与、优化服务等方面加以深化与细化。更多还原

【Abstract】 Subject diversification is the prerequisite and foundation of the theory and practice ofcommunity governance. The mode and operation mechanism of pluralistic subjects’ participation ingovernance basically determines the effectiveness and boundary of community co-operation.Taking thetop ten innovation achievements of community governance rewardedby the Ministry of Civil Affairs in2013, 2014 and 2015 as the case, this paper analyzes the practical exploration and main achievements ofcommunity governance innovation in China. Itshowsthatsubjectdiversification and process interaction aredeeply approached, but the governance function of political functions, management functions still need tobe strengthened. The co-governance mechanism based on the participation of multiple subjects still needto deepen and refine the aspects of decentralization, encourage participation and optimize services.更多还原
