【摘要】 当前,我国快速膨胀的地方政府债务规模、不断加大的偿债压力及其累积的债务风险成为影响财政平衡、金融安全和经济稳定的重要因素。因此,应着力构建地方政府债务管理长效机制,通过改革财政体制、完善市场机制、健全法律法规体系、完善政府考核问责机制、规范政府举债融资行为、强化债务监督管理等措施,不断增强地方政府财政实力、减轻债务压力,妥善处理好地方政府债务存量并严格控制债务增量,为防控地方政府债务风险筑牢"防火墙"。更多还原

【Abstract】 Currently,the rapid expansion of local government debts,the increasing pressure of debt repayment and the accumulated debt risk have become the key factors threatening the fiscal balance,financial security and economic stability. Therefore,it is necessary for local governments to build a long-term debts’ management mechanisms. By way of reforming the fiscal system,perfecting the market mechanism,improving the system of laws and government accountability mechanism,standardizing the financing behaviors of governments,and reinforcing the debt supervision and management,the financial strength of local government can be constantly enhanced and the pressure of debt repayment can be reduced gradually,and the stock debt can be managed properly and the incremental debt can be controlled strictly.
