【摘要】 随着我国天然气产业市场改革的不断深入,天然气配气价格市场监管和成本监审对天然气价格市场化改革的意义重大。本文通过分析天然气配气市场监管当前存在抑制行业投资、区域市场差异、配气市场波动、监管力量不足和配气价格体系缺失等问题,提出分用户核算确定配气价格、限定投资成本范围、差异化地区准许收益、用户自主选择资源路径、配气业务独立核算、支持调峰设施建设、高效监管公开透明等优化和保障措施,以期为完善我国天然气配气市场监管与成本监审提出参考。更多还原

【Abstract】 The primary aim of china’s natural gas industry reform is "opening the natural gas upstream-and-downstream market and regulating the midstream pipeline market". The city gas di stribution price reform and regulation are of strategic significance for china’s market-oriented natural gas pricing mechanism. The major problems and challenges facing further reform of the gas distribution price are analyzed: unestablished distribution price system,regional disparity, indiscernible benchmarking distribution costs and poorly differentiated cost mechanism. Aiming to form a unified, openly competitive and orderly modern natural gas market system with regulation standards of professionalism, transparency,accountability through legislation,differential policies be introduced: standardize evaluation parameters,define allowable cost,accelerate storage facilities, provide unbundled services, direct delivery to large-volume users and develop customer choice programs as well as restructure the distribution industry.更多还原
