碳排放约束下能源效率及其影响因素研究——基于技术、结构、规模三维视角的分析

【摘要】 本文采用1994-2016年中国29个省市的面板数据,将碳排放作为非合意产出纳入DEA-BCC模型,测算了各省市碳排放约束下的能源效率现状。从技术进步、结构调整和经济规模变动等角度探索碳排放约束下能源效率影响因素的动态效应。研究发现:能源结构优化是提升碳排放约束下能源效率的关键因素;技术进步对于改善能源效率有很大的挖掘空间,"硬"技术进步从生产导向转向节能导向是提升能源效率的主要途径。
【Abstract】 This paper uses panel data from 29 provinces and cities in China from 1994 to 2016 to include carbon emissions as non-desirable outputs into the DEA-BCC model, and measures the current state of energy efficiency under the carbon emission constraints of each province and city. The dynamic effects of energy efficiency factors under carbon emission constraints are explored from the perspective of technological progress, structural adjustment, and changes in economic scale. The study found that: Optimization of energy structure is the key factor to improve energy efficiency under the constraint of carbon emissions; technological progress has great potential for improving energy efficiency; "hard" technological progress from production-oriented to energy-saving orientation is the main way to improve energy efficiency.
