【Abstract】 Making the people in the construction and sharing have more sense of gain, is to establish and implement the Eighth Plenary Session of the "innovation, coordination, open,green, shared" development concept of the starting point and the foothold. It is of far-reaching practical significance to study the contemporary issue and let the masses of the people struggle to achieve "The Chinese Dream".
