结果平等视域下湖南民族教育资源成效分析
Empirical Analysis on the Effectiveness of Preferential Policies of Minority Education in Hunan from the Perspective of Education Equality
【摘要】 基于《湖南省2010年人口普查资料》和湖南各地区《统计年鉴2011》数据,从结果平等视阈比较了湖南省内包含民族县市(区)的所有市(州)之间教育资源和成效的差异,结果发现:民族地区的基础教育资源显著多于其他地区,而民族地区的人均受教育水平则显著低于其他地区,民族人口占区域总人口的比值与区域内教育成效无显著关系,不同行政区域间教育资源与教育成效的差异大于以民族为维度划分的区域类别之间上述指标的差异。公共权力部门应坚持结果平等原则,从实质上保障弱势群体的利益;精简超额教育机构,有效提升教育资源利用效率;调整教育结构,科学配置教育资源;综合考量多种维度以决定教育优惠政策的内容、方向和力度。
【Abstract】 Based on The Population Census Data of Hunan Province in 2010 and Statistical Yearbook in 2011,this paper analyzes and compares the differences of educational resources and effects among different cities in Hunan province. The results show that the fundamental education resources in national areas are higher than those in non-national ares,the average educational level in national areas is lower than other areas. There is no significant difference between national population area ratio of the total population and education effect within region,while the differences of educational resources and effects in different administrative regions are higher than those regions divided by nations. Finally,some suggestions are put forward: we should stick to the principle of equality and guarantee the interests of the vulnerable groups essentially;excess education mechanism and enhance the education resource utilization efficiency; adjust the education structure,allocateeducation resources sicentifically; the consideration of multiple dimensions to determine the content of the education preferential policies,direction,and strength.
