【Abstract】 Innovation is the first driving force of the development,and the cultivation of innovative science and technology talents is the key to driving the development. Based on competency model as the breakthrough point,this study makes an in-depth analysis of the quality characteristics of innovative science and technology talents,puts forward some problems which should draw attention in the cultivating process of innovative science and technology talents,and points out the cultivation direction of the innovative science and technology talents.
