【Abstract】 By reference to the facts that the Clean Air Act of USA endow the decision-making,checking and approval and supervision rights of air quality attainment to make action with the federal government from the state governments,an air quality implementation plan system is established from the aspects of incentive,punishment,information disclosure and public participation.Enlightenment of China’s air quality plan system design is proposed,including that more responsibility should be given to the central government,functions of the central government in achieving the objectives of air quality standards should be defined,and legal basis for air quality implementation plan system should be improved.更多还原
