多受灾点间应急资源滚动式协同调度研究
Cooperative Scheduling on Emergency Resources among Multiple Disaster Places
【摘要】 分析了灾害发生后应急资源的多点分时段需求特征后,建立了多受灾点间联动互相支援的资源滚动式协同调度配置模型。对总运输成本函数和平均资源配置时间函数分别进行了归一化处理后,建立了最小化目标规划优化模型。对多种可重用资源在各受灾点之间的多时段综合协同调配决策进行了研究。针对问题特点采用了粒子群算法去求解,并设计了独特的离散机制。最后以某电力公司各应急仓库储备的多种工具资源的协同配置为背景,设计验证实例,验证了模型的有效性和算法的适应性。
【Abstract】 The multi-period characteristics of the demands on emergency resources in multiple disaster places were analyzed and a cooperative resources scheduling model with rolling mechanism was constructed.The scheduling model is a nonlinear programming optimization model with a normalized objective function minimizing the total transportation cost and the average resources allocation time.A novel discrete mechanism was proposed based on particle swarm optimization(PSO)algorithm to solve this scheduling problem.Taking a tools scheduling problem in emergency warehouse in a power company as an illustrative example,the numerical experiments validate the effectiveness and robustness of the proposed algorithm.
