【摘要】 中国高校"党委决策、校长执行"的说法,容易将党委与校长"决策-执行"关系的丰富内涵简单化。因此,应当运用组织理论,全面阐释这种权力关系的丰富内涵。党委与校长之间的"决策-执行"分工关系具有五个方面的主要内涵,不仅是一种"平面化切割",而且是具有五种形态的"政策层次性转化过程",并且在其中蕴含着权力制约与协调机制。在具体实践中,由于"重大问题"的模糊性、决策权对执行权的监督困境、决策民主性不足、"政策层次性转化"过程中的制约与协调、政治责任难题等原因,党委与校长之间"决策-执行"关系的运行时有不畅。对此,本文进行逐一分析,并提出相应的完善建议。更多还原

【Abstract】 The statement that the Party committee is responsible for decision making and the president has the power to execute in Chinese universities is easy to oversimplify rich connotations of the "decision-execution" relationship between the Party committee and the president, which should be interpreted comprehensively based on the organization theory. There are 5 main aspects of the "decision-execution" relationship between the Party committee and the president, which is not only a "planar cutting" but also a "hierarchical policy transformation process" with 5 forms, where the power restriction and coordination mechanisms can be found widely. In practice,due to the ambiguity of "major issues", the supervision dilemma of the decision-making power to the executive power, the lack of democracy in decision-making process, the restriction and coordination in the "hierarchical policy transformation process", and the puzzle of political responsibility, the "decision-execution" relationship does not appear to be smooth between the Party committee and the president. In this regard, this paper analyzes one by one, and puts forward corresponding suggestions for improvement.更多还原
