【摘要】 《水污染防治法》修正案于2017年6月27日经全国人大常委会表决通过,将于2018年1月1日起开始施行。《水污染防治法》有多个条款涉及饮用水安全和供水应急工作,是供水安全法制化建设的新成果,对这些条款的内容和立法背景进行了解读。为落实对供水安全的法律责任,建议地方政府和供水企业加强水源保护和建设,开展水源风险评估;加强供水监测和处理,保障出水水质合格;加强供水安全应急管理,提高城市应急供水能力;推进行业整合和产学研结合,提升技术水平和服务质量。更多还原

【Abstract】 The amendment of Water Pollution Prevention and Control Law of China has been approved by the Standing Committee of the National People’s Congress on June 27 th,2017 and will be enforced since January 1 st,2018. Over one dozen articles are related with water supply and emergency response,which can be regarded as the recent legislation achievement for water supply security. In this paper,the authors try to analyze the contents of the articles related with water supply in this amendment as well as the background. To fulfill the requirement on water supply by this law,the local governments and the water supply utilities are suggested to take the following measures:(1) Enforce the water source construction and protection,conduct the risk assessment around the water source;(2) Enforce the water surveillance and treatment to secure the drinking water quality;(3) Enforce the emergency response management for water supply to improve the emergency response capacity;(4) Advance the mergers and acquisitions among the water industry of China,encourage the collaboration among the industry and academia to improve the level of technology and service.更多还原
