基于“大小海绵”共存模式的体系化海绵城市绩效评估

【摘要】 海绵城市绩效评估是海绵城市建设亟待解决的问题。由于各地海绵城市实现方式的多样性,目前该问题缺乏体系化的实施方案。总结了不同海绵城市建设方案,并将其归类为"小海绵"和"大海绵"模式,分析了这两类模式对城市"弹性"构建的贡献及功能,论证了城市海绵建设应采取"大小海绵"共存模式,并基于共存模式给出了体系化的海绵城市绩效评估方案。

【Abstract】 Performance evaluation has become an urgent issue for sponge city construction. However,due to the variety of implementation strategies in many cities,it is hard to summarize a systematic evaluation method of sponge city construction. In this paper,the implementation strategies were divided into two patterns: "Narrow Sense Sponge"and "Broad Sense Sponge"which perform quite different contributions but inseparable functions. It was proven that "Narrow and Broad Interdependent-Sponge"pattern for the sponge city construction was necessary. Finally,a systematic method was put forward based on the "Narrow and Broad Interdependent"pattern.
