【Abstract】 The idea of university governance by law is an era mission currently. It is urgent to promote the university governance by law development and modern university system construction. For an overall improvement of university governance by law, it is essential to change the governance ideas and ways,establish the idea that governance means law administration, public service, justified procedure, teacher-student-centered, and adhere to the principle of legitimacy, rationality and justification.
