【摘要】 中央城镇化工作会议提出"探索建立统一的空间规划体系,推进规划体制改革"的要求。在此背景下,海南省成为全国第一个开展省域"多规合一"改革试点的省份。在海南省的实践过程中,确定战略目标和定位是贯彻中央大政方针、统筹省域发展的重要环节,对优化省域国土开发空间格局、指引市县空间资源的合理利用具有统辖作用;在研究发展问题时,底线思维同战略思维同等重要,但是底线思维并不意味着简单地采取底线管控的管理手段,而应深入研究其他适应于发展新趋势、新问题、新要求的管理办法,在部门的全方位协同中寻找解决问题的对策。更多还原

【Abstract】 Based on the practice of preparing Hainan Comprehensive Planning through Multi-Plan Coordination in the past two years, the authors argue that to build up National Spatial Planning System should adapt a scientific approach. Firstly, strategic planning studies should be emphasized during the planning process so as to implement the national policies effectively and sort out the aims and values for improving the territorial spatial structure. Secondly, bottom-line thinking has been considered as an essential orientation during Multi-Plan Coordination, nevertheless, it should be clarified that the Bottom-line Control could not be confused with Bottom-line Thinking and regarded as a unique way for governmental administration sectors. Thirdly, the spirits of Multi-Plan Coordination should be negotiation and cooperation among different governmental sectors at the central, provincial and local levels. In conclusion, Multi-Plan Coordination is just a way to solve the conflicts among sectoral plans, deepen the institutional reform of planning and upgrade the efficiency of governmental administration.更多还原
