【摘要】 工程质量监督机构的监督管理模式必须既能落实监督责任,又要强化监督管理。在落实好监督员的监督责任,放手让监督员独立地实施质量监督的同时,又要强化管理,约束监督员行为。论文从责任和管理两个角度,探索了纵向责任+横向考核的矩阵式监督模式,从监督员熟悉图纸编制监督计划,到日常巡查、抽测,再到确认具备竣工条件都由监督员负责。同时通过分级巡查、逐级考核的手段,督促监督员提升监督工作成效,实现质量责任落实和考核管理到位的双目标,达到提升监督成效、强化内部管理的目的。更多还原

【Abstract】 Supervision administration model of project quality supervision organization should be obliged to carry out supervision responsibility and strengthen supervision administration. Inspectors should be ensured to carry out quality supervision responsibly and independently under intensified administration and strict restriction. In this paper,matrix supervision model combined with longitudinal responsibility and transverse assess were discussed on the view of responsibility and administration. Inspectors should be responsible for being familiar with blueprints,supervision planning,daily inspection,sampling test and qualifying completion requirements. The objective to improve supervision efficiency and strengthen internal control could be achieved by carrying out quality responsibility and proper assess based on classified inspection and assess.更多还原
