【摘要】 目前我国各地方政府已经基本按照中央要求开展了权力清单制度推进工作,初步达到了行政权力公开透明运行的目标。但要想使一项制度切实长久运行,监督责任机制必不可少。权力清单制度责任监督机制存在着责任监督主体单一、社会参与度不够以及责任清单未同步跟进等问题。要想使权力清单的目标真正实现,有必要建立健全人大主导、社会多元主体参与、充分运用互联网技术的制度化、法制化的责任监督机制。更多还原

【Abstract】 At present,almost all local governments in China have carried out the w ork of promoting the pow er list system according to the requirements of the Central Government and have initially reached the goal of running the administrative pow er in an open and transparent manner. How ever,in order to ensure a long-term operation of a system,the responsibility supervision mechanism is indispensable. There are follow ing problems in the responsibility supervisory mechanism of the pow er list system : the single main body of responsibility supervision,the inadequate social participation and the unsynchronized responsibility list,etc. In order to truly realize the goal of the pow er list,it is necessary to establish and improve the institutionalized and legal responsibility supervision mechanism w ith the leadership of the NPC,the participation of multiple subjects of the society and full use of the Internet technology.更多还原
