【摘要】 政府购买公共服务,是政府向公民提供服务的一种新型模式。该模式破解了政府作为公共服务唯一提供主体的困境,实现了转变政府职能,创建服务型政府的政策目标。目前国务院、财政部及地方政府已出台多部规范性文件,但由于立法层级低、可操作性弱,导致政府购买公共服务过程中面临诸多法律问题。为确保购买活动的稳步推进,政府必须在法律层面加强规制,确保国家财政资金的高效利用,提高我国政府购买公共服务的成效。更多还原

【Abstract】 The government’s purchase of public service is a new model that the government provides services to citizens.The model has solved the dilemma that the government as the only main body to provide public services and achieved the policy objectives to transform the government functions and create service-oriented government.At present,a number of normative documents have been introduced by the State Council,the Ministry of Finance and local governments,but because of the low level of legislation and weak operabibty is weak,there are many legal issues in the government’s purchase of public services.In order to ensure the steady progress of the purchase,the government must strengthen the regulation at the legal level to ensure the efficient use of the state financial funds and improve the effectiveness of the government’s purchase of public services.更多还原
