淮北市工业环境经济系统脆弱性评价

【摘要】 运用脆弱性结构理论构建资源枯竭型城市工业环境经济系统评价框架,基于云模型和属性识别理论对淮北市工业环境经济系统进行了脆弱性评价,并运用协同进化模型对3类子系统交互作用机制进行了分析。研究结果表明,2005-2014年,淮北市压力性系统脆弱等级及脆弱指数呈波动减低特征,敏感性及适应性系统脆弱等级及脆弱指数呈阶跃变化;受3大子系统耦合集成影响,淮北市工业环境经济系统脆弱等级及脆弱指数中位运行特征明显,脆弱等级由Ⅳ级阶跃为Ⅲ级,脆弱指数也呈现递减变化规律;敏感性子系统是阻滞环境经济系统协同进化的外在表征,而适应性子系统是制约淮北市环境经济系统脆弱等级和脆弱指数降低,及阻滞环境经济系统协同优化进化的主要障碍系统,而环保及科教投入不足是制约脆弱等级和脆弱指数降低的主要障碍因子。

【Abstract】 This paper builds the evaluation framework of environmental economic system of resource exhausted cities based on the theory of vulnerability structures, and the vulnerability assessment of the environmental economic system of Huaibei City is done based on the theory of cloud model and attribute recognition. The results of the study indicates that, from 2005 to2014, pressure system fragility and vulnerability index of Huaibei City is characterized with fluctuation to reducing, sensitivity and adaptability of the system is fragile and vulnerability index is a step change. Affecting by coupled integration of three subsystems, the environmental economic system vulnerability degrees and vulnerability index are median operating, with the vulnerability changing from Grade Ⅳ to Ⅲ, and vulnerability index also showing a decreasing variation. Sensitive subsystem is the external representation of the co-evolution of environmental economic system. The adaptive subsystem is the main ob-stacle to reduce the vulnerability and vulnerability index as well as to block the co-evolution of environmental economic sys-tem in Huaibei, while the lack of investment in environmental protection and science and technology is a major obstacle to the reduction of vulnerability and vulnerability index.
