【摘要】 新电改政策提出了有序放开增量配电业务,鼓励社会资本投资增量配电网,对电网企业传统配电网投资工作带来了诸多影响,具体体现在投资规模、投资重点、投资效益和投资风险等方面。该文分析了新电改给电网企业配电网投资带来的不确定性,为适应此不确定性,降低投资风险,研究了市场环境下电网企业投资增量配电网的风险评估方法,主要考虑了配售一体化运营模式的投资风险,并结合2类典型增量配电试点算例,分场景讨论分析,最后给出了增量配电业务放开下电网企业投资风险分析和对策。更多还原

【Abstract】 The newelectricity reform policies proposes that the incremental distribution business should be orderly released and more social capital should be encouraged to invest incremental distribution network,which brings a lot of influences for power grid enterprises on traditional distribution investment,including the scale of investment,the focus of investment,the efficiency of investment and the risk of investment,etc. This paper analyzes the uncertainty on the distribution investment of power grid enterprises caused by newelectricity reform policies,and in response to this uncertainty and reduce the investment risk,studies the risk assessment method of incremental distribution network investment of power grid enterprises under power market. This paper mainly considers the investment risk of distribution and sale integration operation mode,discusses and anlyzes two types of typical incremental distribution pilot cases. Finally,this paper proposes the investment risk analysis and countermeasures for power grid enterprises under the opening of the incremental distribution businesses.更多还原
