长吉两市城乡建设用地人地挂钩供求指标预测研究

Prediction of urban and rural construction land’s supply and demand indicators under human-land linking in Changchun and Jilin

【摘要】 为保障人地挂钩政策在长吉地区有针对性的实施,以城镇化水平较高的长春、吉林两市范围内的县市为例,通过人口预测模型预测了2020年长吉两市各地区的常住人口,然后根据人均建设用地标准法测算出建设用地的供需情况,并进行了人地挂钩分区研究.结果表明:预计在2020年,长吉两市城市建设用地需求量为29 944.63hm2,农村居民点整治潜力为53 279.57hm2.将各地区的需求量和潜力进行对比,并进行分区,得出南关区、宽城区、朝阳区、二道区、绿园区、昌邑区为人地挂钩需求区;龙潭区、船营区、丰满区为人地挂钩自给区;双阳区、农安县、九台市、榆树市、德惠市、永吉县、蛟河市、桦甸市、舒兰市、磐石市为人地挂钩供给区.

【Abstract】 In order to guarantee the human-land linking policy’s implementation pertinently,taking the cities and counties in Changchun City and Jilin City which have high level of urbanization for example,the paper predicts the resident population of the Jilin and Changchun regions in 2020 by the population forecast model.Based on the construction land per capita standard methods,the paper estimates the supply and demand of land for construction and carries out the relevant research about human-land linking partitions.The following conclusions can be drawn:the demand for construction land in Changchun and Jilin City will reach 29 944.63 hm2 and rural residential renovation potential will reach53 279.57 hm2 in 2020.Through comparing the demand and potential in all regions,the article concludes that Nanguan district,Kuancheng district,Chaoyang district,Erdao district,Lvyuan district and Changyi district are the demand area on people linked to land planning.Longtan district,Chuanying district,Fengman district are self-sufficient area on people linked to land planning.Shuangyang district,Nongan,Jiutai,Yushu,Dehui,Yongji,Jiaohe,Huadian,Shulan and Panshi are the supply area on people linked to land planning.
