【摘要】 核心价值观构建的正当性问题是核心价值观研究的基础,可以为核心价值观本身的正当性提供来源和依据,并为其凝聚、整合功能的有效发挥提供强有力支撑。警察作为行使公权力的最典型代表,其自身核心价值观的正当性来源于警权和民权之间的平衡("秩序"和"自由"的平衡),其正当性依据为:合乎打击犯罪和保护权利的相应法规、制度是人民警察核心价值观构建的合法律性依据;合乎公安工作发展要求,扎根传统优秀文化,让群众满意是人民警察核心价值观构建的合理性依据。合法律性与合理性作为正当性来源的一体两面,共同支撑起了人民警察核心价值观构建的正当性。更多还原

【Abstract】 The issue of legitimacy on the construction of core value is the basis of the study on core value,which could provide sources and foundation for the legitimacy of core value itself and strong support for its full role played as concentration and cohesion function.To study this issue,this article takes police’s core value,namely people’s police’s core value as one example,which is the most typical example to perform public power,explore and analyze the source of legitimacy of its construction,namely the balance between rights of police and common people(the balance between order and freedom),and then lead to the reasons of legitimacy:the legitimate reason of the construction of the core value of people’s police is to accord with relevant laws and institutions on fighting crimes and protecting rights;the reasonable reason of the construction of the core value of people’s police is to accord with development needs of the work of public security,taking roots in traditional excellent culture and making people satisfied.To be both legitimate and reasonable are both sides of legitimacy and they both support the legitimacy of the construction of the core value of people’s police.更多还原
