建筑废弃物分拣回收政策效应模拟评估——基于不同补贴金额视角的分析
Simulating evaluation on the policies of construction and demolition waste sorting and recycling:analysis based on different subsidy amount
【摘要】 以建筑废弃物分拣回收补贴政策为研究对象,旨在研究不同补贴金额对承包商的分拣回收行为决策的影响。首先分析了承包商、分拣回收站和政府在建筑废弃物处置过程中的相互关系,构建了相关因果回路图,继而以上海市为例,基于系统动力学方法构建了建筑废弃物分拣回收政策补贴决策模型,并进行了模拟仿真。结果显示:提高补贴金额能够有效促进承包商采取分拣回收行为,降低填埋处置比例;认为采取适当的填埋收费政策,可以进一步加强补贴政策的实施效果。
【Abstract】 Taking the recycling subsidy policy of construction and demolition(C&D) waste as the object,this essay aims to study the influence of different subsidy amount on the decision making of the contractor’s sorting and recycling. The relationship among contractors,sorting and recycling facilities and government in the process of building waste disposal was firstly analyzed,and the causal loop diagram was established. A system dynamics based model was developed to determine an appropriate C&D waste recycling subsidy policy. Taking Shanghai as an example,simulations in various scenarios were carried out. The results showed that raising the amount of subsidies can effectively improve contractors’ willingness to sorting and recycling rather than landfilling.
