【Abstract】 The nature of learning type cities is that all citizens are learning for a life long time. The core connotation is to improve the comprehensive qualities of all citizens and to improve the civilization level of the city. Three typical characteristics of the learning type cities are: Inclusive and opening are both promoted; material civilization and spiritual civilization are both emphasized; and innovation and sustainable development are carried with no conflict. The process of constructing learning type cities is complicated,requesting active participation of all learners and all stakeholders of the entire society.
