【Abstract】 The acceleration of the demographic aging process and the upgrading of medical equipment are the main reasons for the increase of the utilization rate of medical expenses. How to seek an economic and effective means to improve the people’s health benefits should be an urgent problem that requires the experts and scholars to study and solve.
