【摘要】 户籍制度自1958年正式确立了基本框架以来,伴随社会政治经济环境变迁而经历了一系列的政策调整,保障和推动了劳动力的有序流动,逐渐显示出了中国的人口红利,在促进城乡经济协调发展、加快城镇化进程、维持社会稳定方面发挥了重要作用。但同时,户籍制度改革以来,户籍背后密切绑定的诸多社会福利为社会多方诟病,相关的政策调整也难以取得显著成效。本文借鉴政策网络分析框架,深入分析后发现,政策社群的权力转移、府际网络政策权威性渐长、议题网络参与水平有限以及各政策网络间的关系变化合理解释了户籍制度改革中政策变迁的内在逻辑,并且在此基础上探究了户籍政策变迁过程中的政策主体间互动关系,为下一步户籍政策设计提供方向。更多还原

【Abstract】 With the changes ol social political-economic environment,Household registration system has experienced a series of adjustments since it set up in 1958.Some positive changes could be observed,such as rural labour moving orderly,Chinese population bonus showing,facilitating urban-rural economic harmonious development,promoting the progress of urbanization and maintaining social stability and so forth.However,the system that connected with a series of social welfare suffered much criticism from the society.After making a deep study by using policy network analysis framework,the paper finds that several aspects’ changes could provide a reasonable explanation for policy change of household registration system such as power transferring from policy community,policy authority of intergovernmental network increasing,and limited participating level for issue network and relations among those policy networks.Also,those policy actors’ interactions in different degrees,which are discussed in this paper,actually dominate the process of policy change.We hope these outcomes could be useful for Household registration policy design in the future.更多还原
