【摘要】 目的:分析新农合总额预付制对次均自付住院费用、自付比例、次均住院补偿和补偿比例的影响。方法:采用倍差法控制非干预因素,测算总额预付制的净影响。结果:次均自付住院费用、自付比例及次均住院补偿有所下降,补偿比例有所上升。结论:总额预付降低了住院患者的疾病经济负担,但仍需完善补偿方案;实施精细化的医疗成本核算,确保总额预算标准的科学性与合理性;建立谈判协商机制,适时调整支付标准。更多还原

【Abstract】 Objective This study aims to analyze the effect of global budget in hospitalization of New? Rural? Cooperative?Medical? Scheme on the per-visit inpatient out-of-pocket expense,the proportion of out-of-pocket expense,per-visit inpatient compensation and the proportion of compensation.Method The analysis method of difference-in-difference was employed to control noninterventional factors and to estimate the net effect. Result The per-visit inpatient out-of-pocket expense,the proportion of out-ofpocket expense and the per-visit inpatient compensation have been decreased from 2010 to 2013.Besides,the proportion of compensation has been increased.Conclusion Global budget decreases the disease economic burden of inpatient,but perfecting compensation scheme are still needed.Moreover,it is necessary to implement detailed medical cost accounting and ensure the total budget standard scientifically and reasonably.In addition,negotiation mechanism of calculating should be established to adjust pay standards timely.更多还原
