【摘要】 迄今为止,政策是推动我国循环经济发展最重要的制度力量。但由于我国循环经济的发展一直依靠政府自上而下的强力推动,已有政策体现为仅仅从政府单一主体治理立场出发,导致循环经济治理政策的实施效果不佳,影响我国循环经济的进一步深入、快速、健康发展。以循环经济治理主体多元化为切入点,构建了基于循环经济治理政策目标及政策重点,以规制性政策、市场性政策、参与性政策为内容的综合性循环经济治理政策体系框架。更多还原

【Abstract】 So far, policy is the most important driven system force in pushing development of circular economic growth. Since circular economy development in China has depended on the government driving from the beginning till now, policies start from the point that government is the single governing subject. This leads to bad policy enforcement and effects on deep, fast and healthy development of circular economy. The paper constructed a comprehensive governing policy system frame for circular economy, including regulating policy, marketing policy and attending policy bases on the diversification of circular economic governing subjects.更多还原
