【摘要】 在当代中国的治理实践中,协商民主成为推动多元治理秩序生成的重要机制。但在社会转型过程中,由于历史传统、社会结构以及制度性缺陷等因素使当下中国的社会资本出现了流失与异化,并使协商民主实践陷入形式化困境,因此,需要通过调整利益结构、增强社会连接纽带、重建制度信任以及培养公民精神等方式实现社会资本的重建,进而推动协商民主的实质化践行和治理法治化的实现。更多还原

【Abstract】 In China’s contemporary governance practice, the deliberative democracy has become the important mechanism for promoting multi-governance order generation. Owing to the factors of historical traditions, social structures and institutional defects, contemporary China’s social capital have taken place the loss and the alienation, which prompt deliberative democracy practice to fall into formalization dilemma in the process of social transformation. In order to promote the essence of the practice of deliberative democracy and to achieve the legalization of governance, the social capital should be rebuilt by adjusting of interest structure, strengthening the society link, rebuilding trust to the system and cultivating citizen spirit.更多还原
